In some cases 'Yes' and in some 'No'.
Both, because some pay initially and after they get huge revenue from its members clicking they will ruin its members if they think to close off. Some PTC site owners just restart their business with another name.
And some sites are very much genuine, they get verified and have brands as a sign of verification for paying their members for clicking on the sites they provide.
Some site owner even try to cheat its members by way of not providing enough links so as to get to the marked cash payout value.
So what I believe is that a constant research can only show us ways to find genuine paying sites for clicks.
